Manufacturers sell commercially on spec sheets, lead times and price. Public buyers and innovation funders ask for something different. A tender wants evidence of production capacity and continuity, quality management and accreditations, supply chain resilience, environmental performance, social value tied to the local area, and often a clear account of how much of the product is made in the UK. An innovation grant wants the technical case, the route to market and the economic benefit, written for an assessor rather than a buyer.
